Public Procurement and GeM

The state buys differently from how the market sells. The General Financial Rules, the L1 logic, and the empanelment architecture govern what the procurement actually permits.

The Government of India is the single largest buyer in the country, across defence equipment, infrastructure construction, scientific instruments, pharmaceuticals, technology, professional services. The procurement runs on the General Financial Rules 2017, the Manual for Procurement of Goods, the GeM portal, the Defence Acquisition Procedure, the central public-sector undertaking standards, the empanelment protocols of individual ministries. Each instrument has its own evaluation logic, its own pricing geometry, its own bid-submission discipline. A company that wins on technical merit can still lose on a procedural rule the procurement notification did not foreground.
