The GA function in India spends most of its time on external engagement. A retired Secretary is retained for credibility; meetings are secured at senior levels; the institutional signals are positive. Six months later, the matter has not moved a single stage. The distance between visible engagement and institutional progression is not an execution failure; it is a design mismatch.
